As 12 American crew completed receiving, boarding and unberthing of ship Kodiak at port of COSCO shipyard in Nantong section of the Yangtze River, two rounds of ‘point to point special shift closed loop transfer’ of foreign crew was completed successfully by cross provincial cooperation between epidemic prevention headquarter of various levels and places of Chongchuan district, Nantong, Jiangsu and Shanghai. On 7 October, on the return trip, the ship owner Matson sent a message to COSCO shipyard to express gratitude.
At the beginning of the year, an important strategic cooperative partner of COSCO shipyard — Matson Navigation Company’s ship Kodiak was in need of maintenance, and they required an precondition: after the ship entered the plant, the crew would not be kept in quarantine, could leave at once; after maintenance was completed, crew could board the ship without quarantine.
There has been none prior case of Matson Navigation Company’s ‘pre-condition’. The coordination team called relevant member organizations for ‘brainstorm’. ‘We put all documents which were relevant with epidemic prevention policies on the table.’ Group leader Cao Jianjun said, that after several rounds of discussions and meetings, they confirmed that using ‘international crew transfer’ process as a guide, ‘point to point special shift closed loop transfer’ was a better way.
Since then, Chongchuan district and relevant departments including Nantong, Jiangsu, and Shanghai constantly refined the plan. According to the arrangement, the coordination team was responsible for organizing and implementing detailed transfer work, other parties provided full support.
At 0’clock 4 August, 14 American crew members delivered ‘Kodiak’ and alighted at the port of COSCO shipyard. After ‘point to point special shift closed loop transfer’, they left our country from Pudong airport at 9:30 of the same day.
In the end of September, ship ‘Kodiak’s maintenance was completed. On 30 September evening, 12 American crew members entered our country from Pudong airport, by ‘point to point closed loop transfer’ again, received the ship, boarded and left from COSCO shipyard port on 3 October afternoon.
